How to create control record

Hello,
In the payroll control record window, I specified my payroll period and earliest retro aactg period as 04/2009, but I got an error message that "Payroll period 04 2009 is not in Table T549Q" . Please assist. Thanks.

You must create Payroll Periods before you create Control Record. Please create Payroll Period first.
